To enable schools that have PC but are not on the internet connections, WAEC (West African Examination Council) have released the WAEC Offline Registration Software to enable them to enrol students with ease but to this, they will need to download and install the software and probably working in line with Business centres.
Waec Offline Registration Software Free Download
This was package was created for schools that have PC but no internet and the software is offline to use and the schools using this software might be assisted by business centres with digital camera or scanners and computers.
The user name will be principal, while the password will be school after the installation and launching of the software. With the process schools that have PC but no internet access can install the WAEC Offline Registration Software with ease and note each school will be given a CD-ROM that contains the offline registration program and other WAEC Online registration information.
The following is the recommended system configuration:1. A personal Computer running Microsoft Windows XP or higher, with 512MB RAM and 40GB HDD.2. A printer capable of printing onto A4 paper.3. CDROM Drive or USB Port to facilitate installations.4. Where (3) above is not available, a reliable internet connection to download the software from WAEC EXAMINER CASS link/website is a good alternative

Note: WAEC online registration can be done with internet-enabled PCs in the school, at a Cyber Café or Business Centre with computers and scanners/digital cameras at any WAEC Branch or Zonal Office. WAEC has installed in all its Zonal/Branch Offices, PCs, scanners, printers, and internet service to enable schools to register their candidates online or upload the candidates they have registered offline. The use of the internet service outside that of the school would likely come at an extra cost.
7. Collect a CD-ROM or Flash RAM containing WAEC offline registration package or facility, offline and online packages user manuals, and other online registration information from the WAEC Office along with the payment voucher upon payment.
